This looks like Austrocylindropuntia subulata (eve’s needle) and if it is, it’s a cactus and I’m unsure if they can root from water, you’d probably have a better chance at using succulent soil, if you move it to soil make sure the wound is dry and don’t water for at least 2 weeks, if you water before they root it’ll just rot
