My buddy here is really happy but he had some rot from being left out too long into the rainy season year before last, which has left a scar. I don't mind how it looks but I'm worried about him getting top heavy and snapping. Do Euphorbia bud out from prune points??

It looks like both of those need more light. You should probably chop the ammak just below the dry spot.
Yes it will branch from the cut. Cut it off just above the damaged part. I would also remove the damaged bit from the bottom half as well.
