I ended up going with frost blankets on the sides and back, I couldn’t find cheap bug net that was dense enough (Orius are 1mm wide). Not the greatest construction material but it’s holding up.
It got hot a week ago and that killed a few plants on the top shelf, so I’ve moved things down and put water containers in for cooling and humidity.
The visible thrips are gone, knock on wood.
Success I think, and it cost basically nothing to build, a requirement since it’s a municipal project.
