Tomato woes

I have an ebb and flow set up with clay media, I'm using masterblend nutrients, my lights are on a 16hr cycle, and my ph is 6.2( I just added ph down and monitor it every day). My question is my tomato plants keep producing flowers but they just fall off and no fruit is developed, any insight as to why?
