To reach LV 21, you will need:
a) Mooch must fall 407,643 times (not so hard);
b) More than 70 DAYS of waiting.
Why so long, you ask? Because with every LV, the game starts to slow down until it's running at 1-2 frames per second.
For testing purposes, I tried to reach LV 21, but after a few hours, the game started to run so slowly that I didn't see the point of continuing…

You should try testing to see if Martlet does anything as a partner in Undertale Yellow.
Given I haven't seen any point where she's with you in a fight, and Ceroba has a special mechanic when you're in one with her…
