Looks like bacterium bacteriosum. It should be harmless unless it is not, there are cases where it is fatal.

Two guesses…. weevil larva (if your dried beans have holes) or moth eggs (if your beans have been sitting in storage for a while, especially if they haven’t been in air tight containers) Have you seen moths, or larva, or moth silk in any other dried goods?
