Parents who don't help their children in medical crisis can be reported to police and child services to get help.
Last story: Start by adding HIS address to mailing lists. Send some applications to HIS name, but YOUR address. Take the deliveries to your postmaster and/or letter carrier with the corrections. Enough BS, and the Postal Service will self-correct. And send nasty stuff to the neighbor kid, until the "man of the house" makes his own corrections.
I hear on these stories that people are "sitting on their phone". That sounds awfully uncomfortable and can't be good for the phone either.

An easy way to get around that is to get a PO Box.
You didn't steal any of Judith's yard. The deeds and the surveyor corroborate that. Either Judith has a mental problem or she is just one of those people who are a pain in the neck to be around. She may also be bored and seem to have nothing better to do than causing problems. Just make sure the cease and desist letter says that she may be charged with multiple offenses including trespassing, vandalism and any other crimes she ever commits if and when she ever comes back onto your property. I say may be charged because she might only trespass. That would be like she did in the two instances with the tape measure in your yard without permission or valid reason to be there or the second instance in which she vandalized your yard with spray paint.
Get rolled oats and cover the mess. That will soak up all the juices and you can vaccum it and then use some spray/vac.
That one guy who opened your package and berated you for it is some entitled jerk who thinks he can open your mail and boss you around for it. I would get the Post Master to visit that S.O.B. and have him teach that guy never to tamper with someone else's mail ever again. I would also very kindly request that the Post Master send a copy of it to the local Police or The Sheriff or Marshal and have them serve him with a fine and warning about invasion of privacy and other things. I would also have a lawyer in line behind them after they are done to very sternly serve him with a cease and desist letter threatening him with every penalty imaginable along with serious prison time from the Post Master if he ever even thinks of it. I would make sure to make him regret the first day he ever met me no matter how long ago it was and fear me knowing that one more stunt like that would get him not only my wrath but that of the Police, a lawyer and the Post Master. I would make sure that he realizes that I could potentially put him away for the rest of his life for trying to intimidate me this way with his blatant disregard for the law. I am not an evil person but mess with me the way he did him and I am your worst enemy!!

Last story while tampering with mail delivered by USPS is a federal crime sadly stuff delivered by anyone else doesn't have the same protection. While you have at least 2 options for issues with the mail IE Police and USPS themselves not so much for other packages
