I wouldn’t cut it. A new branch can still come from that if given enough time.

I wouldn’t cut any of it!
This was either a poor poor top cut or a mid cut that activated a massive immediate growth point, would lean the former. In that case the little tip sticking out right next to your thumb is a new leaf coming in! Once that comes in if you don’t like the look of the stem you could cut that off, but I would at least wait until the petiole separates itself so you would more just be cutting off a leaf that never formed if that makes sense!
