Had this little tree for a couple of years. Unfortunately for some reason the current new growth is only coming from right at the bottom of the trunk!
What’s the best thing I can do here? Chop it off low down and wait for new growth at the top?

Chop it off. It’s probably out of the rootstock, which you don’t want.
Out of curiosity, did you buy or grow from seed? And do you need to take it inside over winter?
