Looks like mold. You can clean with bleach diluted in water.
I am hoping that is your bathroom ceiling and that is the bathroom vent?

Yes, make sure your fan is actually venting out. Is there an attic above? Id suggest looking up there too. If its between floors, you should have a vent on the side of your house. Make sure its clear and moving air. Wasps like to build nests in there and will eventually block it.

Had a similar issue, bathroom vent fan wasn’t working great. Replaced the thing and never had an issue again

Yes it’s mold/mildew. Don’t panic. It’s not a big deal. It’s happening because the humidity in your bathroom is too high. Leave the vent fan running for at least 30 mins after you shower. Make sure the vent is venting properly and get a hygrometer.

Hopefully it’s venting to outside. If what avmbove that is attic. check attic insulation around that area. And consider insulating exhaust fan ducting if you’re in a cold climate. Cold meets warm=condensation
