    First off, this is a Sempervivum not an Echeveria.

    That being said, the purpose of flower stalks is to reproduce through seeds. Sempervivum are a bit special because they are monocarpic. This means once the plant decides to flower the plant will die. If you have offsets of it, they will continue to live on until they flower as well. If you do not have offsets then the plant will most likely just wither way after the flowers are done. I have seen some cases where the plant produced offsets after the flower stalk has dried up, but that is not the norm.
