    They are boxwoods, one of the most commonly planted shrubs in the landscape. Not sure of your location but this could be it.

    If this seems likely you should contact your local State Extension Service and find out the extent of the critters in your area/state.

    Removing as many caterpillars as you can find would be a good start. The bio insecticide Btk is recommended. Also if you can identify the moth, use a butterfly net to try and catch them. Here is another link.
