Sorry, but— this is Rose Rosette Disease, which is caused by a virus and *cannot* currently be “cured”. The solution is to pull the plant and dispose of it in the trash (not compost).
Bacteria, fungus, and insects are sometimes manageable with roses, but a virus cannot be fixed or stopped. It is transmitted by tiny mites in the same way that mosquitos transfer West Nile virus— feeding from an infected plant and carrying it to inadvertently inject into a healthy plant. You must fully dig out the bush.
