Restoration under highway overpass


I’m looking for advice for a project that is likely way over my head. There is a 7.5 acre park under the i5 freeway near where I live, part of which is a mountain bike park. Super neat. The rest looks like really dry, borderline abiotic sandy/gravely soil, likely extremely disturbed at some point from construction and compacted. That does also mean there’s not an insane amount of our local invasives, although definitely some quantity of bindweed, Ivy, small patch of giant knotweed etc (but no villainously large patches of blackberry).
Some of my questions are:
1. Would you go about amending the soil first, and how? Mulch?
2. Plants that are suitable for harsh disturbed and fairly dry soils, and low sun exposure (highway)
3. Any city orgs or groups in Seattle that would be likely already working on this kind of project, or could provide some kind of support and guidance. I’m not insane to try and regreen 7 acres myself 😂

Highly appreciate any words of advice, especially from any other Seattle native gardeners!
