So incubate some wild eggs. Pay folks in rural properties to do this and get them ready to be released into wild.
Or they're going back in time to the first Thanksgiving to get turkeys off the menu.

Hunters go for turkeys for the sport, not food. If population is dropping, discontinue the season for 5 years, let them recoup.
