Good luck over wintering you dahlias I'm hoping this works for you. In regards to the plastic covering. Each layer of plastic you use on your row covers should bring you up 1 zone per layer of plastic. So if you only need to come up to zone 8 weather wise to overwinter the tubers 1 piece of plastic should be fine with the ground warming cables. Otherwise you will need a 2nd piece of plastic to bring it up to zone 8.

I know the topic is dahlias, but there is something else more interesting than those… your beautiful eyes!
I admire your enthusiasm and determination. I think I would just spend the money on new dahlias! Lost all mine this summer in southern UK due to horrendous drought and heatwave. Just couldn't keep them going in South facing bed on sandy soil. Good luck
I have also heard that moisture can be a bigger problem than the cold temperature. I noticed some of your stalks were not cut down to solid stem (the hollow part was above ground), and you want to be careful not to pour water in those "tubes." That will definitely rot them out. I'm zone 7 Maryland, and had I been more patient many of mine would have come up on their own but I went digging for them too early thinking they weren't coming back and probably "killed" some. My covering was a huge pile of leaves and that was it. We didn't have much snow and I don't think we were overly cold either. Good luck. I'm with you, digging and storing just isn't my thing, they need to survive in the ground. If not, I'll plant something else. I just hope next year I don't have the bug pressure I did this year.
