  1. Anytime the Poskim say "בזמן הזה" the Halacha is… doesn't mean TODAY. It means on their time, but today can be different. It says that today travel is difficult. Today we have airplanes so it is not like their time. Also when it says בזמן הזה all fast days are mandatory it means in their time. Today it is not mandatory. In their time it was שעת השמד, and today it is not.
