The rosemary on the left doesn’t seem to be doing near as well as the one on the right. I’m trying to limit watering to every other day (all other veggies are watered daily), but it just seems to slowly get worse. All the other plants are flourishing. Any ideas?

Care history and timeline is required for troubleshooting.
If you bought them at the same time, at the same size and stage of maturity, and planted them at the same time, and are giving them identical care, then I’d say that they both look well within normal parameters for newly planted rosemary. Don’t evaluate them against each other. Natural variations when coping with local conditions is how Evolution works.
Where are you located?
Why are you watering so often?
How are you deciding when to water?
I have something like this going on with my roses. They’re about the same distance apart, identical care, same age, etc etc, and yet one flourishes and one kinda… wilts.
Eventually I worked out that it had to do with how much sun each plant got in their respective position in the garden. The wilting one was shaded for a little longer each day. Perhaps it’s something like that?
Typically, watering like that is not great for your root system. I would try deep, but less frequent watering to encourage root development
Use a moisture meter to more accurately assess soil moisture to know if you may be overwatering.
