Built this rockery yesterday (ignore the spare gravel on the path, I didn't finish until it had gone dark and just haven't moved it yet) and now it needs greenery. I only filled the planting spaces with gravel to stop the local cats establishing it as a toilet overnight. There is top soil mixed with potting gravel underneath and I will add more compost to planting areas once I have the plants.

Plant suggestions very welcome please! I would like primarily evergreens and was considering lots of heathers until reading they're mostly ericaceous which seems difficult to achieve given that alpines already have pretty fussy soil requirements. Would like some creeping plants as there are lots of large spaces and I can't afford more stone. The area is fully exposed and south facing. It gets the full force of the wind year round.
