I think my ditch takes away a lot from my front yard. It’s the lowest point in drainage and always holds water. I want to subsurface a culvert. But worried about the correct angles and how much of the yard I would have to regrade. Thoughts?

You should check with the town before you touch that. The town likely owns the part of your property closest to the street and likely has some requirement of exposed drainage systems across each property.
