How to grow grass

Hi, I have been trying to level my back garden so I can plant seeds and grow grass. There was alot of stones, I have removed alot of the big ones but there there is still alot of small ones left. Can these be left as they are, and also do I need to add any top soil on top or would this be okay as it is. UK
