You need more rabbits. Rabbits in my yard keep the willow perfectly trimmed about 18 inches above the ground like I did it with trimmers.

City might do it for you since it intrudes on the sidewalk. Can’t tell how close to the power lines it is. Also, I hope your water main isn’t in the path of it’s roots. Being this close to a house is generally not advised either.

I just planted one, so in asking for tips from work colleagues, I was warned not to let the branches touch the ground. Apparently, their willow had ants crawl up the branches and whenever they’d walk under it, ants would fall on them.
