Is it dead and how to tell?

I found a bunch of these guys at a nursery yesterday – Euphorbia Decaryi. They all looked like this. it's beginning of spring where I am. All of them had dried leaves like this.

How do I tell if they can be saved or not? And if it is salvageable, what's the best way to care for this beauty?
