It has very little value as is. You said you don’t have a pile started to mix in. I would start a new pile.

If it were me, I’d just use that as a compost bin or get a better one, and then build on what you’ve got. Needs moisture and of course more carbon and nitrogen.
You mentioned bag soil but if anything get bagged compost, it’s never truly complete especially the cheap bags so it can add some food for microbes.

That looks like dirt lol She needs some water and time to bring back the microbial life in it. Put some greens, food scraps, and a little bit of shredded/cut up cardboard on top too. It’ll be back in a few weeks

Riddle and hydrate it. It does look like you might find a human bone in it.
Mix it with an active pile and let it come back to life.
