Is this Needle Cast?

This early spring we’ve noticed a significant amount of brown needles on the driveway and grass where our large (suspected Blue Spruce) tree is.

Mind you it has a been a pretty windy and turbulent end of winter into spring in Ontario.

I noticed this on the lower branches and I can’t say this tree has been trimmed recently (lived here for 2 years so far)

I’ve trimmed where I can the branches that have this discolouration.
