I have this street light in my front garden and it’s a bit of an eyesore. I understand I need to allow access to it for the council, my question is, can I grow a climber on it to help hide it?
No, you almost certainly can’t. It would cause it do rust more prematurely and would prevent access for them to maintain it.
I’m surprised you’re allowed that hedge which blocks access to the maintenance hatch!
In my local authority area there would be a small patch of your garden which would actually belong to the council and you wouldn’t be allowed to grow anything there – not sure if it’s the same with you?

As its council property I guess if there are climbers on it, they will hack it off. Paint it dark green to hedge height to hide it though.

Id probably paint it tbh. I’m not sure how well climbers do on metal pipes can they get the grip to hold on?

I have the same thing. You can do anything but provide easy access to the door chamber, which by the looks of things they would cut a hole in your hedge as it’s blocked. I dont believe they need to ask permission either, just notify you that they did.

Can’t see the council allowing a climber on it, which is annoying as it would certainly brighten it up! Could you ask if you were allowed to paint it a dark green ?

Are you sure it is your garden and not a council verge that some previous owner has sneakily taken over by moving the hedge?
Edit: That beech hedge will happily swallow it. Let I grow a bit wider and a bit taller. The utilities will cut it back if they need access but it will grow back.

If it bothers you from a particular window for example, I’d just plant something between it and the window to screen it.
