Those are referred to as “chi chi” with ginkgos. It is normal and healthy for the species. They are actually aerial roots, and if they eventually grow enough to hit the soil, they can become new trunks! Just another one of ginkgo’s many, many very unusual and cool traits.

I just planted a chi-chi that’s about 12” tall. I wonder how old this one is.
