I was sitting in the house and I heard something outside and found that a large piece of this Oak tree had broken off. There was light wind only, nothing crazy. My question is would this indicate the other branch is also rotting/ needing removal?

Yea that branch is just waiting to come down.. I am in disbelief its still holding on. But if that branch is removed the rest of the tree can probably stay

You should definitely remove the remaining stem there, you can see the decay and it looks like it goes further down the trunk from that point. Get a certified arborist with their traq and have them check out the other right stem for internal decay.

Yeah it’s safe but might slow down traffic

It doesn’t look like it. It’s gonna come down so when your chipping up the part that’s fallen all the way you might as well get the other part while you got the saw out. I wouldn’t cut the whole tree just that one side.

Might be a tripping hazard. Should probably at least get it out of tge street. . .
