Dead leaves don’t really work, they’ll just blow around. Cardboard works if you put a brick or something on top to hold it down.

Pull everything you can by removing the root system and all parts of the plant. Then throw down cardboard and cover it with a good amount of soil so light doesn’t get in or use bricks like someone else said

It depends on how fast you want it gone. With the leaves and cardboard, that’ll take a season and then next year it’ll be workable. If you want instant results it’s a metal garden rake or a hoe, and some sweat. Tear it all up about 3-4” (or more). Then rake out the debris to a fine soil. You can rototill if it’s a large area, rent one if you want.
After all that work it’s about maintaining the weeds by manually pulling. I check my garden beds weekly, but every two to three weeks is best.
