Should I remove the dirt and mulch till the I can see the top of the roots? Saw another post asking about his and I think mine are suffocating but I’m not sure.
Yes you should if you like the tree. You should probably do a little more while down there to ensure the future health of the tree with only a little more effort on your part. Be gentle with the roots and tree trunk.

Yes. As that tree gets older, it’ll be very happy to not I have all that on top of the flare. This looks like an easy job. Just be gentle.
