I would turn off the heating pad and move the light closer to the plants. Heat is only used for germination. If the light is too far away the seedlings will become leggy in an effort to find it.

Either lower the light or raise the seedling tray so that they are just a few inches apart. Your seedlings will become leggy at that amount of distance.
