Part of the tree has mushrooms. It looks like its only these smaller limbs. Ill take a guess and assume its only them that are dead.
If theres no sign of mushrooms in the larger trunk its fine, unless the mushroom limbs are a falling hazard.

If this is a branch, you need to remove it as far as possible from the trunk and hope for the best. If this is the trunk, it is dead and can beat be cut
