Location: Atlanta. I just moved to this house and this presumably dead tree is in our front yard. It’s the only tree around not turning green. Or is this a species of tree I don’t know about

Yeah that tree is dried up, the grey of the stock shows that. If you tried to use a screw driver and poke it, you would have hard wood rather than soft wet wood.
You will want to replace it after reading this.
