I'd like to get opinions/advice on what do about the footer and then once that is done straighten up the wall.

I know we would need to use jacks to support that side of the barn while the footers are replaced.

I'm going to contact some amish and a couple others before anything as well and may have them do the project

    Jacking up the building from the bottom with the wall as it is is not a good plan. The jack will put much more pressure on that wall and could be a dangerous situation.
    Jack it up from the supporting beam for the roof (if soild) and find where the timber has failed. Remove and replace the rotten timber, or if necessary replace the whole wall (i would recommend doing that anyway). While it is up, deal with the footing. There isn’t a great way to repair that as newly poured concrete won’t bind to existing concrete, but if this is a storage barn or similar that doesnt have a second floor or baring any other weight, it will be OK.
