How do I help this Euphorbia Milli Hybrid to branch out? I know you can prune the top, but is there a way to help stimulate branch growth without pruning?
I have a milli that I also didn’t want to top off. You can cross your fingers – mine started sprouting 3 branches once it was happy and flowering. Give it sufficient sunlight and watering and it’ll do its thing.

As the other poster said, light. As much as possible. I keep them outside in summer and early fall. I have other desert loving plants so I have big grow lights for their inside seasons. These will grow very well with just light.
