This is calotropis procera or calotropis gigantea, very very closely related to milkweed and it does have white poisonous sap which would blind you if it got into your eyes. it is called giant milkweed too .
I don’t think it would be dangerous to go into the water though. the water looks pretty impure to drink or use, but simply going into the water would have no harm

I live in a country where these grow in abundance. The water is completely safe.
The tree sap is an irritant, but only when the tree is damaged the sap comes out, and there’s plenty of water to dilute it, even if the tree gets damaged.
Also, they’re not that dangerous, unless you directly pour them in your eyes. If you get that stuff on your skin, you can immediately wash it away and you’ll be fine. Don’t worry.
