I live in Southern California. I couldn't take better pictures because it's in my neighbors yard, but it's grown taller than my house and I think it's bamboo but im not sure.
Agave. This is its ginormous flower stalk. It will use all its remaining energy to bloom, then the whole plant will die back, leaving room for its new pups which should be sprouting all around it.

ETA: there’s one about to bloom at my local conservatory and I am very excited and a little sad to see it. I didn’t know squat about agave plants till this year.

Agave – death bloom
It’s a flower spike of an agave. It’ll grow taller to about 30 feet and eventually bloom like this:
