The basement of the home I just purchased doesn't flood, but it gets a bit of moisture which spreads out over the floor. We are on a hill and the water comes from this retaining wall, down the slope which is sloped towards the basement, and into the home. If I dug a trench and constructed a french drain going out to the street & sloped this properly, would it be likely to solve the issue?

French drains are a wonderful idea. We placed one under a canale on our pueblo-style home, to wick water away from the foundation. It works beautifully.
A French drain will help funnel water away from the house if it’s installed properly. Is that a down spout on the back corner of the house? If so, where does it drain? Make sure your gutters and downspouts are clean and draining properly also. Gutters that haven’t been properly maintained can become misaligned and out of pitch. Since you just bought the house, you have no way of knowing. Next time it rains, go outside and walk around the house. Make sure water isn’t overflowing your gutters. You might spot some problem areas.
