Nice, congratulations on the twins! They look nice and plump currently. Wait until the tops of the leaves are wrinkly before watering.

Definitely not. Wait until the tops and sides are both starting to wrinkle and the crowns are starting to withdraw into the substrate. You could add some substrate, to bring it up to just below the crowns.
