Should water it more regularly and put some grass seed every spring that way the grass will be a more dark green

Could be grubs, could be chemicals someone dumped haphazardly, or someone spilled too much fertilizer in that pattern last time it was done

Looks like a fungus of some sort. The darker green around the edges make me think fairy ring.
Fairy ring even with fungicides can be difficult, but also not something that will kill your yard. Just unsightly in spots.

The main thing wrong with it is that you cant look at it and know whats wrong with it. My lawn looks great because I dont need to ask people what to do with my lawn.
I recommend reading books or doing a course on lawn and garden care specific to your region.
