What’s this? Friend or foe?

I've had a few natives slowly lose leaves and eventually die. Their leaves are covered spots before they slowly drop them.

Each of the plants that eventually died has also been covered in these insect nests.

What are they? Are they harming the plant? Are the spotted leaves likely related?
