Looks to be Japanese Honeysuckle as u/Hot_Cow4566 said. Latin name of Lonicera Japonica. Their nectar is very tasty, but is the only edible part of them. If you are anywhere but east Asia, it is invasive.

Yes. Great smell. You can pluck a flower, gently pull out the stigmaf from the back, and lick the nectar.
