I left this cactus with a friend when I left the country for a couple of months, when It got back to me it was a bit etiolated in the top.

I was wondering if I should cut the tip (the slimmer part), let it dry and replant and leave the bottom thicker part as it is in hopes it maybe grows some pups.

Advice?

It all depends on what you want out of it. To me it looks very healthy and the etiolation is hardly noticeable. It you leave it as is it will continue to fatten at the tip as it gets taller. But if more cactus is what you want then, yes. You can cut it midway, at the thinnest point and root the top portion and yes the remaining stump will grow new pups. Hope this helps.
