Big scary yay or nay?

Anyone recognise this dense root matt and can tell me what it is?

Its absolutely solid and I'd need my husband to dig it up if it's an undesirable but I've been planting like crazy the last few years and honestly forgotten half of what I've put in 🤦‍♀️

It looks like a peony a bit from the shoots but my others are already in the green and have tubers not this weird alienooming root matt… Hmmmm curiouser and curiouser.
