You have a very large spider mite problem I would use insect soap
And clean the plant from the pest

Looks like long-tailed mealy bugs. They are a type of pest that sucks the juice out of leaf and plant cells.
Outdoors may have different treatment options from indoors. I would be wary of spraying them off with a hose as they may end up on other plants. A pesticide is probably needed.

This happens to my mom’s hibiscus pretty often. She is reactive with plants instead of proactive… The plants would def be healthier if she took any measures to prevent this but I don’t think she has ever lost a plant from it.
Whiteflies like hibiscus. You should expect this to happen again if you are not doing any preventative maintenance.

Do you live in Hawaii by chance? If you do then they could be Pele’s hairs caused by nearby volcanic activity. I don’t know what else it could be though. Have you noticed it anywhere else in your yard?

Heavy whitefly infeststion. If it isn’t on the entire plant I would cut that whole section off and burn or discard of it far away.

The white hairs indicate that this plant is, in fact, quite dank.
