Personally I would still wait a bit.
I have run into this issue in past years so now I start papers 3 weeks before tomatoes. Obviously it’s too late for that this time around, but figured I’d share in case it’s helpful moving forward.
Not yet, they still look too young to up pot.
I have reusable seed starting trays that are 5 sets of removable rows per tray. I love them because I can start whatever seeds I want in the same tray (usually peppers & tomatoes) and then move the tomatoes rows to a different tray when they’re read but leave the peppers, it makes things so much easier. I like to keep my peppers kind of dry and covered until they sprout, but tomatoes sprout pretty quickly and need fresh air, so it’s nice to be able to just move a row as needed.
