I’m still new to diagnosing diseases but I’m going to say pretty confidently that is rust. as for what can be done, pruning away the diseased branches is a start. You are posting in r/berries so I’m assuming this is a food bearing plant. At least here in Canada, we are very limited in what can be used on food plants so we’ll wait for someone more experienced to way in. It may help them to post where abouts you are located as every where is going to have different chemicals or procedures to follow.
