Sometimes mulch breaks down and creates a lot of dangerous mycelium. In Florida it holds so much moisture that it causes extreme weed growth. I’ve become a big fan of rubber mulch from recycled tires. It doesn’t float away in heavy rain, it doesn’t grow weeds, and it drains well. It also didn’t sink into the soil like rock. Also very affordable.

Rocks are terrible for biodiversity. No biodiversity in your yard, more invasive insects and mosquitos. Chose a local grouncover.
Don't necessarily need to replace mulch every year. Depends on how thick you make it.
