French drain from that low spot to the street would fix this. That tree is probably suffering from all that standing water too.

Get rid of that mulch volcano around your tree, that’s not good for the tree. Root flare should be exposed. Bring the much away from the trunk until you see the roots start to flare out.

Right tree, almost in the right spot. Could have a pro put a drainage catch basin in the puddle and connect it to the concrete inlet(after checking with HOA or municipality to see if it’s ok)
