Any thoughts on how I can bring some more life into this? Still very much alive as it’s still sprouting new growth. Mainly concerned about the leaves. It’s on a west-facing balcony (the only option) so it gets some fairly strong afternoon sun. More sun? Less sun? More water? Less water (don’t think this is it)?

How much and how often are you watering this is definitely either over or underwatering fair bit if warning since iits in less than ideal lighting conditions your going to have to adjust your watering based on that.

How often do you water it and how saturated does the soil get when you do? And how long does it go in between waterings? Because based on the thickness of the leaves, it seems like it needs more water
Not advice, but this looks like Crassula ‘Blue Bird’, which is slightly different in appearance from the common Crassula ovata (Jade Plant) so your plant won’t look exactly like pictures you see online.
